Foamy powersteering fluid

Whenever i start my 90 lumina in the morning my power steering makes a really bad whinnig noise untill the car is warmed up. I check my fluid on a regular basis but the last time i checked it the fluid was really foamy and leaking from the top! does anyone know what might have caused this and how i can fix the problem? thnks

My opinion is that the whining you have is a loose belt and the foaming fluid is either contaminated or the additives in it broke down to a level that you should replace the fluid.
