Burnt headlights

Hello,
My Kia Sephia's headlights only work on hi-beam. If a bulb was burnt out, wouldn't the light not work at all? It seems strange to me that both lo beams don't work. How often do two bulbs burn out at once?
If one bulb is bad, does it affect the other? All fuses were okay. What gives?

probly it's just a bad relay, look for it in the fuse box in the engine bay, is not hard to fix
