ac prob with 99 ex

when I turn on my AC it sounds like... a little creature grasping for air if ya kicked it, this happens every 3-5 minutes and it seems to lose power or really just a little jerk which personally seems just like sudden tension on my belt, what am I lookin at? i'm new to hondas but not to cars (don't know much about A/C either)

any help much appreciated
