89 xlt larriat 300efi - won't idle. stalls out

This truck sat for a few years. I was stating it up every couple of weeks during the winter months and It ran and idled without problem. I finally had the money to get it on the road, got it registered, new windsheid, clutch, exhaust, alternator, etc..... I was putting air to the tires and the truck just died out like ot ran out of fuel (this happened just when the engine warmed up and went to low idle). But there is gas in it. Duel tanks with at least 5 gallons in each. The tanks where low all winter. I put gas in and ran the truck only 30 miles and now it just won't stay running. It skips when given throttle. Like too much gas or unburned gas. There was no warnings of this coming on. Just went from good to BAD.....

fist of all change the fuel filter. does have black smoke? a basic tune up (cap, rotor, plugs, wires) is a good idea too. does the check engine light come on? if it does this site shows how to get the codes out

Ok. The engine does fire on ether. No black smoke. Fuel filter was clogged. Replaced. Still no help. So I took off the inline fuel pump and put a test to it. It has power and vibrates but is not pumping fluid. I primed a hose with fluid from a bottle and tested it to the battery with a couple of jumper wires. No flow happening here. I have a free flow of gas between the tanks and the regulator. No flow between regulator and pump. My guess of the problem here is the Fuel Pump. But can it be the regulator? I am about to spend a $100 bill on a pump.

Well I gave in and purchased the fuel pump and installed it. Still nothing. I can't seem to get fuel past the regulator which says "Do not remove" on the bowl. What am I doing wrong here? I assume this is a regulator. The duel fuel lines meet here and come out on the other side as a single line and continue another 12 inches or so to the fuel pump.

a fuel pressure gage would be a big help here. i bet theres some blockage somewhere in the fuel rails or the regulator old gas turns into varnish i'd try taking everything apart and give it a good cleaning(lines, injectors, regulator, rails) something probably gummed up with crap. that seafoam stuff is pretty good at cleaning deposits. then i'd use compressed air to blow it out and hook everything up and try again. there may be restrictions in the tanks too as they have sock filters on the pumps but it's quite a chore drop those usually it's easier to pull the box off. you might be able to get away with dumping some fuel system cleaner in the tanks and adding some new fuel to them.
