2000 Sienna Security Light Blinking

I have a 2000 Sienna XLE and there is a 'security' light on the left side of the dash behind the steering wheel that continually blinks when the engine is off. Is this normal?

Also, when using the keyless remote to lock/unlock the van, the lights blink but the horn doesn't beep (as it does on my 2000 Camry). Is this normal.

I have a 2000 CE and the security light blinks when the alarm is on. You don't have to turn it on, after so many seconds it goes on by itself. But my horn doesn't beep its another noise, but the lights flash as well.
