horn, air bag and cruise control

hi:

is there a common relay for these devices? none of them are working and i think that it has to be something in common with them all...under the hood is a relay box labeled 1,2,3,4 in the box are 3 relays and a diode, could this be the problem?

You probably need a clockspring, which is something that you don't want to tackle yourself since it involves removal of the airbag.
