96 Metro high beam issues??

My lights are the seal beam type on my 96 Metro and they work fine except I have no hi-beams. Passing hi beams work but the hi beams don;t do anything when you tuen them on...the lights go out.

normal ligts and passing Hi's work but hi beams jsut turn out the lights??

Any ideas?
