sleepy eyes

Well I'm in the market for a new car since about a month ago my escort was totaled. And a couple of my friends have 240's and suggested it. I've been doin a lotta research and have read all the newb stuff and suggestion box. But i dont know if i missed it or what, but why do some 89-94 240's have flip up headlights that dont go completely down?
