Arrow vibration damper (or harmonic balancer) and cam timing question...

been trying to remove this vibration damper for a while now... managed to mess up the timing and now the timing belt has alot of slack in it... the cams to the back of the motor are in time..but the other two up front arent..should i just match the dots? so how should i remove this damper? i tried almost everything besides making a tool for it cuz all my bits are worn and i am outta cutting wheels....
