Is water pump driven by timing belt on 1990 Protege?

My car is a 1990 Protege. It has 11,000 miles already. Because this winter is extremely cold, I got problem to start the car several times.
But it could start by jumping. Finally it refused to start even by jumping. My mechanic told me that the timing belt is broken. Since the egnine is a non-interference engine, the engine is probably OK. Any suggestion for this?

In addition, does anybody happen to know if I need to change the water pump at the same time? If I do need to change the water pump, what will be the cost?
