Unhappy TJ gas tank/engine sputter problem

I have a 1998 Wrangler Sport with 95,000 miles on it. When my gas tank is around 1/4 full or less, the engine will gag itself when I take a sharp turn. I have to let off the pedal and let it catch up, then proceed.

It has been getting slowly worse each time. Doesn't do it with a lot of fuel in the tank. Do these tanks have a baffle in them? Could it be fuel pump? or Filter?

Thanks!
