The concept is:

Instead of delivering goods and produce to a warehouse, then shipping it out to the retail store/grocery, which adds cost, why not just let people shop at the warehouse for cheaper? Then, you can also buy in bulk, which saves you even more money, and it requires an annual membership fee (not much) which lowers the prices even more.

They even have their own gas stations now in some stores where, if you're a member, you can pay up to 70 cents cheaper per gallon of gas.
