2001 SC2 Windshield Damage Question...

Hello everyone. I'm new to this MB, but I have a question for anyone with a 2001 SC2.

When you activate your windshield washer, what happens first? The blades rake the glass, or the water hits the glass?

This will be important for me to build my case to Saturn that there may be something wrong with my system, because everytime I activate it, a drop of water spits out of both jets, then my blades take one scrape, then the water flows freely out prior to the second scrape. The result is that any dirt that I'm trying to wash off the glass gets ground into it before any water hits it. Thus I have a WS that looks like it ran in with a floor sander (I live in FL on the coast where there's plenty of salt, and plenty of construction dirt).
