Civic like a fuel

I've a big problem whit my civic, Civic ex 97, Whit a full fuel tank I can do only 250 km I dont know what the touble it is. When I start the engine have a many diffilcuty to start.( He dont burn her gaz)

I've change my shpark plug, cap, rotor, gaz filter and air filter.

No result.
