Is that safe having the filter located right down by the bumper? What about rain/water getting suck up thru that?

I used my K&N FIPK from my Blazer. I used the 45* tube and cone filter. First i ran the filter to the hole in firewall. I drove it and you could really hear it suck since it was in the fender. I turned the tube and now the filter is right behind the headlight. Its less noticeable too. The cone filter is 6" long and is 3.5" diameter at the top and 6" at the widest.
