cant boost over 6?

for some reason i cant boost over 6 pounds (the greddy wastegate allows that stock)....even when i change the boost and duty on my AVC-R to 8 or 10 it wont boost past 6....it looks like everything under the hood is fine...no pipes leaking or anything i can tell...i cant tell if i have an open wastegate or not..i dont know what to look for...any help would be nice.....
