13B's are notorious for several things; incredible power, long life, and they flood SOOOOOO easy! In short, you may have a couple of problems. The apex seals could be dried out from sitting. That will show up in a compression check. If you started the car, did not let it warm up and then parked it you may have "the flooding problem".
