ISC motor question

I have a 1984 Cutlass Brougham. 3.8 liter. I can't get it to idle correctly. Base idle according to book is 450 in drive. When I turn the A/C on it should kick the ISC up to 900 in drive according to my manual. It doesn't and the oil/choke light comes on. Engine is at normal temp. If I touch the throttle slightly light goes out. ISC looks like it is trying to extend but doesn't enough. It also make funny noises once in a while like the old accelerator pump when it is pumping gas. If I take it off and test it with 9volt battery to C&D terminal the motor extends and descends. Nose test works correctly according to manual. What is the voltage to the ISC supposed to be. One book says to test with 12 volt and one says 9 volt. I was going to check wiring to ISC. Could I have a bad ISC?

I am thinking now the ECM may be bad. I was looking at the wiring diagram and if I am reading it correctly there is nothing else in the circuit. I tested the C & D terminal with volt meter and there isn't anything constant or even close. It jumps from .3 or so to 1 volt and doesn't stay at one reading long enough to hardly read it. ISC motor was making a grinding noise, replaced it and now it will go out if you hold the throttle out but will not stay(with A/C on).

I forgot to mention I was not getting any codes. According to my scanner the isc is extending but it will not hold the correct rpm with AC on. 3.8 litre. I was reading an article online that says I should get 12 volts at the A & B terminal. Does anyone know for sure what voltage should be at a&b and should it be constant. c&d and should it be constant.

Finally fixed. I kept reading and found out the TPS is somehow connected to the ISC. Changed the TPS and it fixed a multiple of problems. I wasn't getting code. Used a volt meter to check voltage at TPS and it wasn't correct. Oil light was coming on at idle and now doesn't. Runs great. Hope if anyone is having a problem this helps.
