1998 century wipers

My wipers (after a ton of rain then snow) have changed there habits.
Turned on they work as they should. 1 wipe is as it should be.
Turn off they swipe 1 time then they reset and stop with both blades
pointing up.
They are out of sync.

Any ideas how to reset them?

Again all works right until I turn them off.

wipers froze to windshield when you turned the on
check your linkage & park tab for wipers for damage
if you search wipers on site you'll see.....common problem
