Tokico Illumina kit vs. Performance Kit

It's time to hook the Civic up with some suspension components and I've always wanted the Tokico combination.

Some have told me when they purchased the Illumina struts, that the adjustments on them didn't make very much difference. Is this true? If it is, I can save myself over $100 and get the performance kit.
