did you make sure the TC was engaged into the front pump all the way both clicks ?? if not then it wont run the pump, have to push and spin the TC a bunch to get it to click in all the way, sometimes its a pain and hard to tell if its all way into the pomp into the splines and notches both
if its in all the way for sure and the tranny does nothing at all ever, then id say its trash unless maybe someoen forgot to install the screen inside under the pan, salveage yards like to remove the pan and screens when they sell a tranny, commonly done here anyways i assume so that you cant see how much junk is in the pan so that you can complani about the clutch disc material and/or metal particles that are usually accumulated in the higher mileage tranny pans
