Need help with 95 Sig series Towncar

Hey guys first post. Heres the problem, check engine light came on and it feels like its runnnin on 7 holes. Feels sluggish and I am tryin to find out if this is an EEC VI vehicle. I remeber being able to just use a jumper wire on early 90's Fords. But after looking under the hood for the EEC connector I found nothin but 2 spout connectors. Is this an OBD-II car? If so how can I retrieve these codes with out having to buy a scanner or takin to anyone. I will figure it out some way or another. If you can answer any of these ?'s that would be great. Oh ya 1995 Sig series, 41k miles white with a blue cloth full top. I love it and I need to get this resolved. Thanks

According to Charles at www.lincolnsonline.com his 1995 TC is OBDII compliant.

The connector for OBDII is in the drivers compartment, just above the accelerator pedal.

Update: Thanks for the info, i had the code pulled for 25 bucks and it was insufficient egr flow. So I pulled off the throttle body all the way to the intake and noticed the horseshoe passage that leads to the EGR was full of carbon. Cleaned that out and the ole' Linc runs like it has 41 miles on it. Just somethin to keep in mind as it seems fairly common
