87 300e wont pass emissions

ok the other day i bought a 1987 300e for 1100 on craigslist it starts and runs fine.. at the time it wasnt noticeable but a few days after buying it you could notice the idle was way off and would fluctuate. other than that its fine, a little loud but fine

it is only 24 years old so this is the last year i have to have emissions so i took it in 3 days ago and it failed

my no ppm was 02280 and 01047 is what is allowed so i failed..

the guy suggested i have my idle adjusted and retry so i did and when i came back for my free retest i failed even worse on both no ppm and hc pm

hc ppm 00204 and allowed 00148
no ppm 02280 and allowed 01047

having the idle adjusted did help it no longer fluctuates while in park and is a little quieter.. one thing that has gotten worse is when its cold it takes a few seconds to actually get started but once its warmed up it will start back up instantly..

what should i do?
