01 Elantra GT Fuel Monitor Not Ready

Car had a code P0133, O2 Bank 1 Sensor 1 - Slow Response. We changed the sensor (Upstream at manifold) and repaired an exhaust leak. Engine runs great and there are no exhaust leaks now. Also on the scanner, the O2 sensor is switching properly.
The problem now (I believe also before changing the O2), is the fuel system monitor never gets ready. In checking other elantras, being a continuous monitor, that should be ready almost immediately.
We tried a second O2 sensor and cleaned/added grounds to the engine just to make sure that that wasn't the issue.
Being that the fuel system monitor never gets ready, the code P0133 pops back on in about 30 miles.
Any information would be appreciated.
