Bright Lights don't work

I have a 99 cavalier Z24 and my problem is that the bright lights do not work. The low beams and the daytime running lights work fine. The situation is that when i am driving and i click the headlight switch to turn the brights on, the low beams go off and the daytime running lights turn back on but the high beam light on the dash comes on. Anybody have any ideas?

i pulled the daytime running light relay out of the fusebox and tested it with a seperate 12v source and it works. What's the next step?

New bulbs?

There are 4 different bulbs inside your headlights. Pop your hood and notice the two bolts right above the headlights. Take them off then check the bulbs, they might be burnt

its not your bulbs cuz you said your daytime running lights still work, they use the same exact bulbs as your high beams,
