Headlight switch wont go in off position

i have an 03 with automatic headlights, the switch has 4 positions
- off
- auto
- park lights
- full on
when i move the switch to the off position it springs back to the auto position
i have been told different things
- its broken
- this is normal for canadian vehicles
in my owners manual it says nothing about working this way for canadian vehicles
anybody know the real answer ?
