6.5 TD Non Start

Hi Guys,
Just bought a 6.5 TD Dually insurance write off, (light tap on front corner , lights fender grille and bumper, couple hour or so fix).
My question is , do these things have an fuel cut off switch,in case off accidents, as i cant get the thing to start, (been sitting for a couple of months). Its turning over fast enough,and the glow plugs are working, temp is a few degrees above freezing so that shouldnt be a problem, although im gonnna try plugging in te block heater in the morning for a couple hours,i'm presuming it has an electric fuel pump in tank?, but i could be wrong. Its my first Gm diesel, so i dont know too much about these.
