1999 Sienna Seatbelt Stuck

My son now drives the wife's 1999 Sienna LE.

Some kids were riding with him and snatching the mid-row passenger side seat belt and now it is stuck in the panel and won't retract in or out.

Is there some simple trick to get this working again?
