Ground/Short Prob. w/ Seat Belt

Hello,
Just got a '75 Eldo. Conv. in great shape, low miles, orig. w/ new paint -why? It was FREE, other than a $70 battery, but needs new top. The grounded seat belt latch that prevents the car from starting when not latched is preventing it from starting all the time (latched too). I have to twist & pull on the black wires in the belt each time to get it to work. Can anyone suggest how to disconnect this feature -cut a wire to the starter perhaps -or ground it? Which wire?
Also, I'd like to get more power from the carborated 500 -for under $1000 - going to dual exhaust soon ($400). Any other suggestions as far as emissions/ignition/carb changes. I may consider a new Edelbrock 800 cfm carb & I learned that the Edelbrock Performer Manifold wont fit under my Eldo. hood. Any help is appreciated.
