Linclon Town Car Excecutive 2004 which diagnostic tester do I require to re-program PCM and what process.

What kind of re-programming do you want to do? To install a tune to change shift points, spark timing, cooling fan temperatures, etc., I suggest the SCT X3 flash device with a custom-made tune from Blue Oval Chips. Lonnie at BOC makes the best tunes for our cars.
