Yes it could be the Ignition Control Module isn't getting a signal from a position sensor but the problem may not be the sensor. It wasn't on my '96 Regal.
My problem was poorly crimped connector/pin on the position sensor wire at the Ignition Control Module end.
With the engine running, press gently on the 14 or so wires where they go into the connector shell at the ICM and see if the engine stumbles or stalls.
I won't go into the interesting details leading to this discovery but I wrote of it here when it happened a few years ago. Do a search of my posts for it.
