Update:

I have also checked the fuel rail at the engine and do not have fuel pressure.
I have also found the fuel pump resistor threads. I tried the bypass resistor to put the fuel pump on high (bend tab on relay #15) and it did NOT work, still no fuel pump action.

Does anyone know what voltage I should get on what wire at the fuel pump?
