I thought you just put a new battery & alternator in it. Full charge should be 12.6v (engine off) and with engine running, you should see 13.2-14.6v if the alternator is charging. I am surprised it will run at all on 9v. You have a battery or charging problem that must be found & corrected before worrying about anything else.
