Is there a tool for loosening the tension on a spring so I can hook it on. Or could I unbolt the whole arm, get it together and put it back in one peice?

remove the wiper arm and if possible place in a vice to hold. then use a strong wire like s/steel 14guage and make a loop that will hook to c at spring end then pull spring over bar that catches the spring. use saftey glasses as things can go flying.......
