press the locking plate in, there is a round snap ring deep in the bottom, small flathead pops it out. be aware that the plate may pop right out with it.
getting it back in may require a friend with strong thumbs, or a piece of bar stock metal bent in a square "u",with a bolt hole drilled in the center, use as a press with the steering wheel nut to push in the plate while you put the snap ring back in.
you may want to note the exact placement of the plate for proper reassembly, some have multiple notches (couple left, couple right).

under this plate sits the blinker switch, good time to replace the kick off springs if they are broken!
