That's not good news. Since you've changed just about everything like the resistor and blower motor you could have a bad ignition switch and harness assembly. The only relay involved in direct blower motor operation is the blower hi speed relay but your position 5 works so you can rule that out. The 12v originates at the switch and feeds the HVAC control head unit.

The ignition switch is a common failure item on '97 - '99 Grand Prixs after age plus wear n tear.
