Your windshield pump is probably clogged with dirt or old windshield washer fluid. The pump is located at the bottom of the tank and once you remove the tank it's real easy to clean all the hoses and pump at the same time. To remove the tank you need to jack up the passenger side front wheel which will give you access to the tank. Remove plastic cover protecting the wheel well. Remove the screws holding the tank in place. The tank should drop out. Clean the tank, pump, blow out the lines and you should be in good shape. Takes a couple of hours.
