That's true and but it's also not true. Turbo lag still does exist it just has been cut down greatly from what it was like say about 20 years ago. Also it is different for each turbo/motor/load condition combination. When you compare a turbo system to any static displacement S/C such as a roots or twin-screw there is a definite difference in where in the rpm range boost and max bosst will appear.
