You used to beat B16 rexes with a 240? Well, hate to break it to you but they weren't running right or they weren't racing you.
B20s are more expensive than 1st gen B16s, so I don't really know what the fuck you're talking about there.
VTEC doesn't blow and its not hype.. People getting on the "torque wins races" B.S. is hype. These are people that don't understand the relationship between torque and HP and how irrelevant how much power the B16 makes below 6,000rpm is.
Oh, and you must be hanging out with guys with crappy running B16s. My 91 hatch runs 14.9@93mph with just an exhaust. As you can see, I'm seriously lacking traction.
And to the original question. My answer would be a 1st gen B16 with a 1.8L block from an LS or GSR. Nice and cheap build to be low 14s, high 13s.
