01 sable digital climate control

everything on my digital heater control panel works fine but nothing happens. check fuse and blower motor all good. I swaped the blower relay with another relay, nothing changed. I notice when I change vent modes that nothing is happening. the blower speed indicator goes up and down but nothing happening. I'm kind of lost on what to look @? Is the control panel bad?
