Fuel pressure regulator

How do you replace the fuel pressure regulator on a 2003 Windstar?
I have the Haynes manual but they want you to pull the intake manifold.
This seems excessive...
Can't I just release the line pressure (fuel pump shut off and crank engine) and then release the two screws and pop it out?
