Seat Belt replacement options

I know this will sound wierd but my son got himself tangled in the rear seat belt of our 97 SC2. He literally has his but up on the window because everytime he or my wife tried to free him the belt got tighter.
I tried to unbolt the belt from under the seat but it would loosen for a turn or two then just get tight. So I had to cut the seat belt. It was compressing his stomach and he couldn't breath. He started turning blue.
So now my question is what is the best place to get a replacement belt (other than the dealer that wants about $260 to install it). Junk yard?
What other Saturn seat belt could be compatible? Its the right rear should type belt.
Also what's the deal with the bolt under the seat? Why does it get tight no matter what direction you turn it? Does it require a special tool to remove it? What's the deal?

Very good question... (funny story as well)..
I need this same information, as many of you know the seat belt guide is useless after a few clicks for the fact that the belt is not stiff enough to stay flat and gets caught up with itself.. anyways my main concern is the model # or alt. model #'s for the seat belt reel. As cvader mentioned a junkyard in my opinion would be the quickest and easiest bet... But I have no clue what to look for.

i think some compunys use "lock-tight" on those bolts, if so, its a pain in the butt to get out, sometimes it easyist to take a small propane torch and heat it up to get the bolt out. weather or not saturn uses lock-tight, i don't know.
