I pulled the starter and had it checked it was fine. I then bypassed the ignition with a switch. What now?

Battery connections and condition? Engine ground? Do you have 12v at the positive (thick) cable at the starter, and 12v at the signal wire in the crank position with the negative lead of your meter on the starter case?

+1. Battery voltage?
Autoparts stores dont test the starter with a load on it either. It may be your starter is bad. Starter original? If so its about time to get a new one. Ebay one's work well.
