01 Pt Cruiser power steering issue

We have replaced the rack and pinion, we have replaced the power steering pump. we have flush with atf-4 fluid and the car still turns hard and makes noise. What is it and what can be done?:banghead:

I'd check the belt. It could be slipping and not turning the pump like it should. Make sure the belt is tight and don't have alot of give to it. I'd also make sure that nothing is binding wile ur turning the steering wheel. In case there is something bent or worn.
