98 SC1 clutch cylinder problem?

After reading many of the related threads, I think I have a clutch master/slave cylinder issue.
There's quite a bit of resistance shifting thru the gears when the car is not moving, with engine at idle or revved up to 2-3k rpm. .
(no gear grinding though). Car shifts much easier when driving. My son also noticed that when idling at a fast food drive thru lane the car was wanting to move while in 1st & clutch pushed in.

I recently replaced the shifter bushing.

Also, from previous reading, the concensious is that the clutch master/slave cylinder are replaced as a set, but cylinders are sold seperately at autozone.

Do not buy/replace ANY hydraulics parts until you properly diagnose the issue.

The fork travel to pedal ratio is based off a chart. I believe I have the chart at home that I will post later tonight.

If it is bad then buy the unit as a whole, not in pieces. However note that a worn clutch disk, or worn pressure plate fingers can produce the same results
