Holes in Oil Dipstick Tube

I broke the bracket that used to hold the oil dipstick tube onto the engine and now there are two tiny holes where the bracket was. I noticed some fumes rising from that area and at first thought maybe my exhaust manifold wasn't tight, but it's coming from these two little holes.

Is this bad?

How do I fix it?

I wrapped it up with electrical tape... because it's black.
