'99-'03 Windstar Headlight Adjust Tools?

In the midst of r&r ing the headlights - does anyone know where to get a headlight adjustment tool? It would appear that pliers are just going to mangle the tops of these.

Also, does anyone know the difference between the outboard and inboard adjustment knobs (I am guessing the outboard ones move it up/down, and the inboard ones move the beam inboard/outboard)?

Nice that they incorporate the little bubble level inside.

So far, I've learned that I need an E8 Torx bit. The outboard adjuster sets vertical height (up and down) using the bubble level. The inboard one adjusts left to right, and has a cap around it that will indicate the neutral position provided the car has not been hit. LTDzak
