Turn signal problem.98 sport

I have a 1998 Montero Sport. This has me stumped. When the headlights are on the left front turn light stays on and inside the car the turn signal indicator stays on steady and the turn signal will not blink. When the headlights are off all works normally. The right side works normally as well. Anyone have this happen before.
