Oxygen sensor

My check engine light came on and I checked the code (0141) which corresponds to O2 sensor heater circuit (Bank 1 Sensor 2). My Haynes manual says this code corresponds to O2 sensor heater circuit malfunction (downstream sensor). At any rate, I checked both O2 sensor heaters -- both sensors have 12 V supply and the sensors have the correct resistance reading (3 to 10 ohms) which would indicate that the heater is OK. I cleared the code and it did not come back - right away! It did come back the next day however. Should I just replace both O2 sensors as they are both original equipment, and my mileage is getting up there? If so, does anyone have any tips to access the front O2 sensor since it is located behind the engine, right next to the firewall? BTW I am just a backyard mechanic --are there any special tools needed for this purpose? Thanks in advance.
