Windstar fuse #9 and #16

I have a 99 WS. It died awhile back with what I've determined are electrcal problems. I've been working to resolve my problems and found that fuses 9 and 16 kept blowing (long story). In replacing the light switch, I got it to at least not blow fuses anymore and it now will start (though not sure if that was the orig problem or the problem is intermitent and unrelated). At least it starts and runs now. But when I turn off the ignition (and pull the key), the dashboard illumination (back lights) and the rear climate control lights stay on. I have to now disconnect the battery so it does not drain. I am not currently driving the van as I don't trust that the thing won't start blowing fuses again and stalling.

Any Ideas on the lights?

What do those fuses control? Explain your van dying. You replaced the main headlight/running light switch? With everything off you still have the interior lights that illuminate as if you have the headlight swich on? Is it possible you put a push on wire on the wrong terminal on the back of the light switch? Do the lights come on when they are supposed to, when the headlights are on? Did they do this prior to the switch replacement? All of that stuff gets its power in the following order: inside fuse #11, main light switch, inside fuse #3, dimmer control, wiring harness to individual lights.

As far as fuse # 9 goes, check your Brake Pressure Switch (Attached to bottom of Master Cylindar). If it's leaking Brake fluid or is damp with fluid (a common problem) change it. The wires will be wet or you may see it's wet under the switch. My number # 9 kept blowing and this was the problem. If your cruise control doesn't, it could be a sign of a faulty Brake Pressure Switch.
